In the first case on Saturday, police arrested Kristin O’Dell, who turned 36 on Sunday and whose most recent address is in West Marlboro, Vermont, after responding to the Target store and meeting with two security officers known as Target Asset Protection employees and Target Loss Prevention employees, according to police.
She is charged with one count of theft, which is a Class A felony because the value of the allegedly stolen merchandise is in excess of $1,500 – specifically, 93 items worth a total of $2,700, police said.
On Sunday, in a case unrelated to O’Dell’s, police took into custody Amber Millette, 36, of 357 Kinnard Road, Apt. 1A, Manchester, and Dawn Russo, 42, of Route 125, Room 115, Rochester.
Police charged Millette with one count each of criminal liability to the conduct of another to theft, a Class B felony, and receiving stolen property, a Class A misdemeanor.

Russo was charged with two counts of theft, Class B felonies; two counts of simple assault, Class A misdemeanors, as well as on a capias warrant, police said.
Millette was booked and jailed on $5,000 cash or surety bail pending
Monday’s arraignment, which she waived after entering not guilty pleas to the charges.
Russo, who was jailed on $20,000 cash or surety bail, also waived arraignment but requested a bail hearing, at which Assistant County Attorney Cassie Devine called her bail “fair and reasonable” and recommended it be continued.
Attorney Kara Simard, a public defender who represented Russo at the hearing, said her client does have a criminal record, but is “prepared to follow all orders” and agrees to have no contact with Target and the Coliseum Avenue Home Depot, from which she is accused of stealing two power drills.

Simard asked for personal recognizance bail, citing Russo’s health problems stemming from complications of surgery about a year ago, which have left her unable to work.
Judge Charles Temple agreed to modify Russo’s bail to $10,000 cash or surety, and ordered her to have no contact with the stores and the two Target security officers.
As for O’Dell, whom Simard also represented at her bail hearing, Devine recommended her $5,000 cash or surety bail be kept in place, noting her lack of ties to the community and being a potential flight risk.
Simard said O’Dell is in the process of moving from Vermont to western Massachusetts, where she put a deposit on an apartment and recently found employment there.
Being in jail for three days and two nights “was a wake-up call” to O’Dell, Simard said, adding that her client has no money for bail.

Temple agreed to modify the bail to $5,000 personal recognizance, and set a review hearing for June 29.
O’Dell in the meantime is ordered to have no contact with any Target stores, and remain on good behavior.
